President Gloria Macapagal-Arroyo's Lenten Message, Heroes' Hall, Malacanang, April 2-7, 2007

It was originally established as a vocational school in 1975 by a civic-minded group in the municipality of Bustos under the leadership of the late Defense Secretary and Bulacan Gov. Alejo Santos.

It initially offered short-term skills training in dressmaking, radio mechanics, practical electricity and other related subjects.

PGMA orders GAB to jail culprits on death of Pinoy boxer

President Gloria Macapagal-Arroyo has ordered the Games and Amusements Board (GAB) to make the promoters and managers accountable for the death of Filipino boxer Angelito "Lito" Sisnorio in a mismatch of a fight in Thailand recently.

Executive Secretary Eduardo Ermita said in his regular press briefing in Malacanang this afternoon that the President also instructed GAB Chairman Eric Buhain to pass a board resolution that would provide cash assistance to the family of the 24-year-old Sisnorio, a former World Boxing Council Youth Flyweight titleholder who collapsed and later died following his match with Thai champ Chatchai Sasakul.

"There is no sense blaming the fellow (Sisnorio) dahil namatay na nga iyong tao, ngunit ang dapat accountable dito ay ang kanyang managers at promoters," said Ermita, who is also the father-in-law of Buhain.

The GAB’s legal division, according to Ermita, is now investigating the case thoroughly.

GAB lawyers, according to him, are now preparing possible cases to be filed against those involved in the sending of the Filipino boxer abroad without securing permission from the GAB.

"I was told GAB has already requested the National Bureau of Investigation (NBI) to help in investigating the incident that led to his (Sisnorio) going to Bangkok without proper authority from GAB," Ermita said.

Sisnorio allegedly left the country without securing permission from the GAB prior to his fight in Thailand last week.

Reports said the young Filipino fighter died of brain injuries following a fourth round knockout to former world champion Sasakul.

Ermita called the attention of all licensed boxing managers and promoters that they "should not place the lives of their boxers in severe risks," in exchange for money, by violating GAB policies on the safety of Filipino boxers.

Foreign Affairs Secretary Alberto Romulo has instructed the Philippine embassy in Thailand to look into the matter and coordinate with Thai boxing authorities to determine the culprits.

The government, through the GAB, immediately implemented a ban on Filipino boxers in Thailand which has failed on several occasions to request Filipino boxers to provide them their official travel authorization from GAB.

PGMA activates $9.3-M DMIA radar system

CLARK FREEPORT ZONE, Pampanga – President Gloria Macapagal-Arroyo led the official activation this afternoon of the newly-installed $9.3-million modern terminal radar system at the Diosdado Macapagal International Airport (DMIA) here.

The addition of the multimillion-dollar radar system now makes the DMIA globally competitive, safer and more reliable not only in the Philippines but throughout the Asian region.

After the ceremonial switch-on of the radar system’s main monitor, the President was given a brief description of the radar terminal's salient features by Ilaria Del Messe, program manager of Selex Sistemi Integrati, one of the biggest telecommunications companies in Europe which handled all the technological systems necessary for the radar's operation.

Del Messe told the President that the radar system's Terminal Radar Approach Control (TRACON) is an all-weather radar system that can detect incoming and outgoing aircraft within a radius of 60 to 220 nautical miles.

By extending the radius by which the radar can "see" airline traffic within the area, DMIA assures travelers that their safety is in good hands, Del Messe said.

Clark International Airport Corporation (CIAC) president and chief executive officer Victor Jose Luciano seconded this by saying the technically advanced system of the new radar ensures safety of passengers and would also speed up landing, departure and air traffic at the DMIA.

The $9.3-million terminal approach radar system was procured through public bidding and financed under a combined commercial loan facility with the Deutsche Bank and an Italian SACE-covered loan facility funded by the CIAC's internally generated revenues.

It was awarded to the Selex Sistemi Integrati (formerly Marconi Systems) in September 2005.

After the inauguration ceremonies, the President proceeded to the CIAC Board Room to witness the signing of a contract between CIAC and the Manila Integrated Airport Services Corporation (Miascor) Catering Services Corporation for the latter to provide world-class in-flight catering services and facilities at the DMIA.

The President also witnessed the signing of a Memorandum of Understanding between the CIAC and the Clark Construction Consortium for the latter to conduct a detailed feasibility study for Phase 1 of the Master Development Plan of the DMIA.

President Gloria Macapagal-Arroyo has issued Administrative Order No. 173 directing the Melo Commission to conduct "further fact-finding investigation to obtain a fuller picture of the extrajudicial killings" and break the cycle of violence in the country.

In his weekly press briefing in Malacanang this afternoon, Executive Secretary Eduardo Ermita said the President signed AO173 on March 23, 2007.

The Melo Commission, created by the President through AO 157 on August 21, 2006 for the purpose of investigating the spate of media and activist killings, is headed by former Supreme Court Justice Jose Melo.

On Jan. 22, 2007, the Melo Commission submitted to the President its preliminary report identifying certain groups or interests as possibly responsible for the summary execution of media personnel and militant activists.

Under AO 173, the President directed the commission to continue its "fact-finding inquiry or investigation into the root causes of the extrajudicial killings and submit a final report detailing its policy recommendation that will break the cycle of violence and prevent its recurrence."
