Secretary Estrella Fagela Alabastro
was appointed to head the Department of Science and Technology on 12 March 2001. Previous
to that, she was the Department's Undersecretary for Research and Development since July
1995.
Dr. Alabastro was Officer-in-Charge of the Philippine Council for Advanced Science and
Technology Research and Development from July 1997-April 1998 and Executive Director of
the Philippine Council for Industry and Energy Research and Development from July
1991-January 1995. She is currently Professorial Lecturer at the College of Home Economics
and the Technology Management Center of the University of the Philippines (UP).
At UP, she was also Dean of the College of Home Economics (1984-1990), Chairman of the
Department of Food Science and Nutrition (1973-1977), and Chairman of the Office of
Research and Publications (1981-1984).
A registered chemical engineer and Career Executive Service Officer, she obtained her
Bachelor's degree in Chemical Engineering, cum laude, from UP in 1961. She also holds
Masters and Doctorate degrees in Chemical Engineering from the Rice University in Houston,
Texas in 1965 and 1967, respectively.
Dr. Alabastro is the recipient of several awards, including the Most Outstanding Alumna of
the UP College of Engineering (1977), the Achievement Award in Food Technology from the
National Research Council of the Philippines (1987) and Fellow for Outstanding Achievement
in Food Research from the Philippine Association of Nutrition (1988). She is also a
three-time President of the Philippine Association of Food Technologists. Likewise, she
has attended numerous conferences and workshops and has written several research papers on
food technology and processes.
