  • On June 01, 2005, President Gloria Macapagal-Arroyo appointed him as Secretary of the Department of Health.
  • In October 2004 President Gloria Macapagal-Arroyo appointed him as a member of her Cabinet with the rank of Secretary while serving as PHIC President and Chief Executive Officer (CEO).
  • In June 2001 her Excellence President Gloria Macapagal-Arroyo appointed him as President & CEO of the PHIC - now and under his stewardship, the nation's largest social security agency of government with a membership bse of 64M Filipinos larger than GSIS & SSS combined.
  • Pres. Duque initiated and directed PhilHealth's Plan 500/GMA Indigent Program which has been adopted as one of the State of the Nation Address (SONA) pledges of Pres. Gloria Macapagal-Arroyo. Plan 500 Indigent Program was an enabling program which was fast tracked the enrollment of 500,00 urban poor beneficiaries into the National Health Insurance Plan (NHIP) in one (1) year. He successfully exceeded his target by 500% via the enrollment of 2.5M urban poor beneficiaries and about 2M rural indigent beneficiaries. National dailies columnists like Prof. Solita Monsod graded this performance of PHIC under the stewardship of Dr. Duque as one being the highest and one of top five SONA performers last July 2002. As of August of 2002, PHIC has extended health insurance coverage to 5.5M urban and rural poor, for the first time in the history of Medicare and Philhealth. By 2003, indigent enrolment totaled 8M beneficiaries in the NHIP.
  • President GMA herself dubbed PHIC as one of the "most effective poverty alleviation programs" of government in her post SONA speech before the 54,000 urban poor gathered in the Quirino grandstand last July 24, 2002. Philippine Information Agency (PIA) reported that their survey on Regions 1, 3, 5, 7, CAR and NCR showed that PHIC is one of the top 3 with highest awareness of the programs in the benefits assistance program given by the President GMA.
  • During the cabinet meeting of October 10, 2002, Pres. GMA announced that Philhealth is the "No. 1 showcase of this administration" in terms of her social development and poverty alleviation agenda.
  • Under the leadership of Pres. Duque, PhilHealth successfuly implemented the enrollment of 5.9 million families or 29,901,890 beneficiaries under the GMA Sponsored/Plan5-25 Program of 2004.
  • Served as the Permanent Representative of then Vice-President Gloria Macapagal-Arroyo and concurrently DSWD Secretary, to the Philippine Health Insurance Corporation (PHIC) Board of Directors from 1999-2001.
