Statement of the President Re: Election Violence
I am calling on the Armed Forces to reinforce the police, under Commission on Elections authority, to stop election violence and move forcefully against those using threats and intimidation for partisan ends.

This as I strongly urge candidates of all parties and persuasions to keep tensions at bay and not to test or defy the authorities. Checkpoints must be manned vigilantly 24 by 7 and all unauthorized firearms held.

Cases of election violence must be speedily investigated and cases filed promptly. All identified private armies must be preempted and dismantled.

PGMA leads groundbreaking rites for Thunderbird Hotel and Gold Course project at Poro Point

SAN FERNANDO CITY, La Union – President Gloria Macapagal-Arroyo lauded today the management of the United States-based Thunderbird Resorts Inc. for its P5- billion investment commitment to the Philippines and to put La Union province on the world map of major tourist and recreation destinations.

She issued the remarks during her brief conversation with the top officials of Thunderbird Resorts at the groundbreaking rites of the company’s luxury hotel and world- class nine-hole golf course inside the former US military Wallace Air Station at the Poro Point Special Economic and Freeport Zone here.

Immediately upon her arrival at the San Fernando City airport at around 10:40 a.m., the President inspected the existing facilities of the airport, which is now undergoing expansion and upgrading of its runway to enable it to accommodate larger aircraft such as Boeing 737 and Airbus 320.

From the airport, she motored to the Poro Point Special Economic and Freeport Zone for the historic groundbreaking of the Thunderbird Hotel and Golf Course that would create between 5,000 and 10,000 direct and indirect job opportunities upon its completion. The labor force will be sourced from San Fernando City and the province of La Union and nearby areas.

Accompanying the President in her visit to the 236.5-hectare former US military air station were Agriculture Secretary Arthur Yap, Trade and Industry Secretary Peter Favila and Defense Secretary Hermogenes Ebdane Jr.

The President was briefed by Poro Point Management Corporation (PPMC) president and chief executive officer (CEO) Felix Racadio and PPMC vice president and chief operating officer Anthony Manguiat on the ongoing development activities in the freeport zone.

She then led the lowering of the time capsule and viewing of the scale model of the Thunderbird Resorts and Golf Course project. The construction of the project is scheduled to start tomorrow and is expected to be completed in the first quarter of 2008.

The company plans to increase its investment in the economic zone up to P5 billion based on its lease agreement with the Bases Conversion Development Authority (BCDA) and the PPMC.

Meanwhile, underscoring the significance of a fully-developed Poro Point Special Economic and Freeport Zone, BCDA president and CEO Narciso Abaya said once the tourism infrastructure of Thunderbird Resorts is completed, Poro Point will attract local and foreign tourists that will augur well for the economy of La Union and the rest of Northern Luzon.

"The economic impact of tourism is immediate. It generates jobs not only inside Poro Point but in the entire region as well," Abaya said.

Thunderbird Resorts is a leading international provider of branded entertainment and recreational properties. The company started its operation in the Philippines in 1997, with Thunderbird Pilipinas Hotel and Resort, Inc. as its local subsidiary.

PGMA to AFP, PNP: Stop poll violence, dismantle private armies

President Gloria Macapagal-Arroyo ordered today the Armed Forces of the Philippines (AFP) to stop election violence once and for all by reinforcing the Philippine National Police (PNP) in the effort to ensure peaceful and orderly elections under Commission on Elections (Comelec) supervision.

"I am calling on the Armed Forces to reinforce the police, under Comelec authority, to stop election violence and move forcefully against those using threats and intimidation for partisan ends," President Arroyo said in a strongly worded three-paragraph statement.

The President also ordered the continuous manning of checkpoints and the confiscation of loose firearms.

"Checkpoints must be manned vigilantly 24 by 7 (21 hours a day, seven days a week), and all unauthorized firearms held," she stressed.

"Cases of election violence must be speedily investigated, and cases filed promptly," the President said, adding that "all identified private armies must be pre-empted and dismantled."

With election-related violence escalating as election day nears, the President also "strongly urge(d) candidates of all parties and persuasions to keep tensions at bay and not to test or defy authorities."

This, as Mayor Julian Resuello of San Carlos City in Pangasinan died today from gunshot wounds that he sustained from a gunman’s attack during his city’s fiesta celebration last Saturday.

Resuello’s death brought to 31 the total number of people who have so far been killed in election-related violence leading to the May 14 midterm elections.

Meanwhile, the AFP had earlier committed to support the PNP in the latter’s duty to address election-related violence -- "with the PNP as the lead agency and under the supervision of the Commission on Elections."

In its April 5 website press statement, the AFP said it shall "jointly undertake measures to prevent the occurrence of ERVs (election-related violence)," what "with the noted increase in the number of election-related violent incidents (ERVIs)…"

The AFP made the early April announcement as it recalled that it had signed last year with the Department of National Defense and the Commission on Elections a tripartite Memorandum of Agreement (MOA) which "provides that specific AFP units can be called upon and deputized to address strong armed threats that would hamper and prevent the conduct of a peaceful and orderly elections."

"As the Armed Forces of the Philippines continue to actively address the threats posed by the New People’s Army, secessionist and terrorist groups, AFP units -- upon deputation by Comelec -- shall make available necessary manpower support to the peacekeeping efforts of the Philippine National Police to deter ERVIs," the AFP said.

The AFP also explained in its statement that "to ensure the peaceful and orderly conduct of the elections, the AFP, PNP and Comelec jointly calls (sic) individuals and groups to abstain from the use of violence in furthering their political ambitions as the AFP and the PNP will be ready to confront them head-on."

PGMA launches 2 new TESDA programs

President Gloria Macapagal-Arroyo formally launched today two new major programs of the Technical Education and Skills Development Authority (TESDA) aimed at improving the skills and knowledge level of the Filipino worker.

Launched during simple ceremonies in Malacaņang this afternoon were the PGMA-FAST (Free Assessment Service of TESDA) and the e (electronic)-TESDA programs which will to provide greater access to TESDA skills training and assessment services not only to high school graduates but also to other sectors, including returning overseas Filipino workers (OFWs), out-of-school youths and persons with disabilities.

Some 500 guests consisting of government officials and employees, students, trainees, teachers and school administrators from TESDA-accredited training institutions attended the launching.

TESDA Executive Director Augusto Syjuco said the PGMA-FAST program provides a student or trainee an assessment of his credentials and qualifications which will guide the prospective employee through the right job suited to his skills.

He added that the program will also provide free assessment certifications to poor, job-ready students who cannot afford the fees for assessment.

"The PGMA-FAST ensures that poor, job-ready students and workers can obtain certification – which is an added credential – for free, or at no cost to them," Syjuco said.

He added that the thousands of "job-ready" students graduating from the PGMA-Training-for-Work Scholarship Program will obtain certifications from the PGMA-FAST Assessments Centers all over the country.

"This will add to their credentials and will facilitate their employment," Syjuco said.

The e-TESDA is an on-line skills development system which the ordinary Filipino can access via the internet.

Through e-TESDA, any Filipino can experience and complete all the technical-education and skills-development modules already being offered by the government in the regular classroom and face-to-face instruction method online.

For those who want a mix of tech-savvy and old-school teaching methods, e-TESDA also offers "blended" methods of training and instruction in which online and other cybertech means using multi-media are combined with traditional teaching.

Aside from providing online and blended methods of training, e-TESDA services include career guidance and counseling, competency assessment and certification, job matching and referral.

During the ceremonies, the President was given a short demonstration of the e-TESDA portal (www.e-tesda.gov.ph) and was shown a live assessment file of an employee who works for Brain Bench, an online assessment partner of e-TESDA.

The President was also presented scholarships for 250 deserving students picked from the National Capital Region, Regions 3 and 4-A and from Allen, Samar who will soon avail themselves of TESDA’s e-Learning program.

The students will undergo training in various courses particularly in electronics and engineering.

PGMA to announce non-wage benefits for Filipino workers on Labor Day - Brion
President Gloria Macapagal-Arroyo is set to announce a package of non-wage benefits for the Filipino workers in time for the celebration of Labor Day on Tuesday, according to Labor Secretary Arturo Brion.

The Labor Secretary, in an interview this afternoon in Malacanang, said he did not want to pre-empt the President's good news for the labor sector but assured that the non-wage benefits would further improve the lives of the country's labor force as well as show the "efforts of government in pushing the benefits of the workers."

"The non-wage benefits would be relating to basic commodities, overseas workers, government workers and the employment sector as well," Brion said, adding that the President's announcement would answer the manifesto submitted by labor.

The Labor Secretary brushed aside any wage increase announcements, saying the regional Wage Boards (RWBs) would take a cue from the President that it is now time to discuss and study the granting of increases in the salary of workers according to the region they work in.

"The last wage increase was in August last year so we usually grant (wage increase through the RWBs) every year," Brion hinted as to when a wage increase would be given.

Brion said that the Trade Union Congress of the Philippines (TUCP) had submitted a petition on wage increase of P75 a day and the RWBs "should take the clue from there."

The Labor Secretary also said that in celebration of Labor Day, a jobs, housing and livelihood fair has been organized to assist workers in their housing needs and looking for means to augment their income.

For the unemployed, the Labor Secretary announced that some 30,000 new jobs would be up for grabs in tomorrow's fair.

He said 120 local employers and 30 recruitment agencies would be on hand to assists job seekers.
