The Good News: Foreign banks optimistic on peso recovery after May 10 polls

Foreign banks were even more optimistic in declaring a more dramatic recovery of the peso after the May polls, saying it could bounce back to its early 2003 level of P52 to the dollar.

This was after the Bangko Sentral ng Pilipinas had earlier predicted a recovery of P54 to the dollar level in the aftermath of the election which is expected to be tightly-fought between incumbent President Gloria Macapagal-Arroyo and opposition standard bearer Fernando Poe Jr.

"It’s not far-fetched, we see that as a possibility," said John McGowan, treasury chief of the Hong Kong and Shanghai Banking Corp. (HSBC) Philippines.

According to McGowan, the market, however, would be watching the appointment of new officials to key positions on the fiscal and monetary departments.

"A hundred day honeymoon is usual while everyone is watching out who will be appointed into the economic team," McGowan said." It doesn’t really matter who will win, the important factor is the removal of the uncertainty.

He said foreign banks have no expectations of who will win the presidency, but he admitted that in a close fight, the incumbent with political machinery would win.

The peso began recovering this week, appreciating to as high as P55.66 to the dollar for the first time since January after results of opinion polls showing President Gloria Macapagal-Arroyo surging to a significant three-percentage lead over actor Fernando Poe Jr. were released.

"Exactly how far this recovery will go and for how long, we don’t know," McGowan said, adding that the first decisions of the new administration would be critical in sustaining the market.

Palace reiterates GMA welcomes formation of a 'united opposition'

Malacaņang today reiterated President Gloria Macapagal-Arroyo’s belief that a one-on-one presidential contest between the administration and the opposition in the May 10 polls would enable the electorate to make a better choice.

Presidential Spokesman Ignacio R. Bunye welcomed, in a radio interview with the RMN Network this morning, a possible united opposition that could emerge from the "make or break" talks between presidential candidates Fernando Poe Jr. and Senator Panfilo "Ping" Lacson, scheduled for tomorrow (Monday).

"Ang nasabi ng ating Pangulong Gloria, siguro ay mas maganda kung magkasama na sila para maginging talagang one-on-one race ito (What President Gloria (Macapagal-Arroyo) has said it might be better if they (Poe and Lacson) unite so that this would be a one-on-one race)," he said.

Bunye explained that, in a one-on-one contest, the voters would see the difference in both platforms of government offered and conduct of the political campaign being waged by the administration and the opposition.

On the part of the President, he said, she could demonstrate how her political campaign is conducted "at a high plane and in a civilized manner." This is in marked contrast with the mudslinging campaign style by the opposition, he added.

"Maipapakita rin niya iyong contrast noong maliwanag at specific programs hambing doon sa programa ng kabila na very general, motherhood statements at walang maliwanag na patutunguhan (She would also be able to show her clear and specific programs compared with those of the opposition, which are very general, motherhood statements and without clear goals)," he said.

Bunye said, "Kaya, iyan ang reaction ng ating Pangulo, na siguro ay mas mabuti ng magkaroon ng united opposition (This is why the President’s reaction is that it would be better to have a united opposition)."

Malacaņang mum on possible Roco withdrawal from presidential race

Malacaņang refuses to comment on the possibility of former Senator and Education Secretary Raul Roco withdrawing from the presidential race for health reasons.

"We won’t enter into any speculations on this matter," Presidential Spokesman Ignacio Bunye said this morning in a radio interview.

If Roco can’t really go through with his candidacy for health reasons, his supporters are all mature and know what is best for them, Bunye said.

"Maybe they are now thinking whom they will choose. We leave it to them. They know what will be best for our country," Bunye offered.

Bunye admitted President Gloria Macapagal-Arroyo talked with Roco through the phone before the Alyansa ng Pag-Asa’s standard bearer left for the United States early last week.

But that was only to express her concern for his health and wish him a speedy recovery. After that, Bunye said he knows of no other communications between the President and Roco.

Roco has admitted he may withdraw from the presidential race if his health fails. However, he feels he can go on.

"If I find out that I would no longer be able to serve the Filipino people efficiently, I would tell them not to vote for me. But so far what the doctors are telling me is that I can still engage anyone in a debate the moment I return, even without sleep," Roco was quoted as saying from Houston, Texas where he is undergoing tests at an undetermined hospital to determine what really is his ailment.

‘The fight is on and I will try to be there before the end of the month," Roco also said from Houston.

Roco went through an operation for prostate cancer in 1996, his campaign manager and spokesman Dr. Jaime Galvez-Tan admitted. Speculations are that it is the same sickness bothering him now. However, his doctors in Houston, who have been subjecting him to exhaustive checks, have yet to issue any definitive statements on his condition.

Required logistics for May 10 elections released, says Presidential Spokesman

All its obligations have been fulfilled in releasing the required logistics for the May 10 elections, Malacaņang stressed today.

Citing Budget Secretary Emilia Boncodin, Presidential Spokesman Ignacio Bunye said all the necessary funds have been forwarded to the Commission on Elections (Comelec) except for the honoraria of public school teachers who will man the precincts.

The funds for the teachers’ poll duty pay, which have been increased and will be given them in advance, will be available on or before April 26 as scheduled, Bunye clarified.

On the part of Malacaņang, everything that has to be done has been done, according to Bunye who stressed President Gloria Macapagal-Arroyo’s determination to have clean, honest, peaceful and credible elections.

Bunye also issued an appeal for the citizenry to stay calm, cast their votes and make sure their ballots are counted in the wake of disputes between the National Movement for Free Elections (Namfrel) and the Comelec.

Comelec Chairman Benjamin Abalos gave assurances they are more than ready for the elections, contrary to the fears expressed by Namfrel in the ABS-CBN television show "Impact 2004" which guested officials of Comelec and Namfrel.

GMA responds to plea for a barangay day care center building

BORONGAN, Eastern Samar - President Gloria Macapagal-Arroyo ordered Education Secretary Edilberto De Jesus today to ask the DepEd provincial director to provide a lot in the vicinity of the Eastern Samar National Comprehensive High School (ESNCHS) for a Day Care Center building.

The President issued the directive during the Pulong Bayan held at the ESNCHS gymnasium in response to the need of Barangay-C residents for a site for a Day Care Center building.

She also ordered the DepEd to fast track studies to improve the quality of teaching in the day care centers.

The President told a crowd of 5,000 from multi-sectoral groups who attended the Pulong Bayan, part of the plan of her ongoing Bridge School program is to develop and improve the teaching system in the Day Care Centers.

And to uplift the lives of residents, the President told them she has tasked the Philippine Tourism Authority (PTA) to put up quality hostel facilities in Guiwan town.

Known for its white sands, Guiwan can be developed like the world famous Boracay island beach resort to attract local and foreign tourists, the President observed.

If Guiwan is developed as a tourist spot, it would provide jobs to residents here, the President said.

The President also said she provided financial assistance for an irrigation project in Dolores Valley, the second biggest town in Eastern Samar.

She also ordered the Department of Energy to replace old electric posts with steel ones and to put up a sub-power station to solve the province’s power problem.

GMA bats for stronger partnership between government and labor

CEBU CITY—President Gloria Macapagal-Arroyo batted here on Saturday for a stronger partnership between the government and the labor sector based on a continuing policy of consultation, friendship and cooperation.

In a speech delivered at a general assembly of the Association of Labor Unions-Trade Union Congress of the Philippines (ALU-TUCP) at the Waterfront Hotel here marking their 50th anniversary, the President said she was so happy "to formalize our alliances."

The presidential address came on the heels of the ALU-TUCP endorsement of Mrs. Macapagal-Arroyo’s candidacy in the May 10 elections.

The President said the manifesto of support has "made it very clear that ALU-TUCP is part of our coalition Koalisyon ng Katapatan at Karanasan sa Kinabukasan (K-4)."

President Macapagal-Arroyo described the 1.2 million strong ALU-TUCP alliance as the "biggest labor federation in the country."

In her speech, the Chief Executive also called on organized labor to help maintain industrial peace in the country by doing away "unreasonable wage demands."

Democrito Mendoza and Cecilio Seno, national president and executive vice president, respectively, of the federation, presented the "Manifesto of Solidarity" with President Macapagal-Arroyo wherein they pledged unequivocal support to her candidacy.

The federation cited the President’s contribution to the promotion of welfare of workers, particularly in health care, housing, labor relations and other concerns and expressed confidence that her leadership would continue preserving and promoting investment climate, business confidence and job security of workers.

President Macapagal-Arroyo also cited the support of Cebu’s political bigwigs led by Mayor Tommy Osmeņa, and Congressmen Raul del Mar and Antonio Cuenco.

GMA, road network connection Samar tons to hasten trade improvement, job creation

BORONGAN, Eastern Samar – President Gloria Macapagal-Arroyo today disclosed plans to build a network of roads to connect all towns of Samar to hasten trade improvement and job creation on the island

The President also said a six-point program that she intends to carry out nationwide in the next six years, if elected in the May 10 elections, would minimize poverty and unite the Filipino people.

The President discussed her program before some 5,000 representatives of multi-sectoral groups that attended a Pulong Bayan held at the gymnasium of the Eastern Samar National Comprehensive High School here Sunday morning.

"We have a clear platform of government, which will address the poverty and unite our country. The people of Samar islands are among the beneficiaries of our programs," the President said.

The goals of her program are:

1) To create one million jobs every year, if she and her vice presidential running mate Senator Noli "Kabayan" De Castro are elected;

2) To triplicate the money to be channeled to livelihood projects and lent to small and medium enterprises;

3) To deliver clean and potable water to all waterless barangays in the country;

4) To rehabilitate the power lines, replace old wooden posts and replace them with steel posts, energize at least 1, 500 barangays nationwide each year, and bring down power rates;

5) To build 3,000 new schoolhouses per year, provide a computer set in every school in each barangay, and provide a scholarship for a member of each poor family, and

6) To widen the program of selling medicines at half the ordinary price.

Earlier, the President had attended a holy mass officiated by Fr. Lope Lobredillio at the Our Lady of Nativity parish church in the town proper. The President arrived here on board the presidential chopper at 8:30 A.M..

Press Secretary Milton Alingod, Housing Secretary on-leave and Campaign Spokesman Michael Defensor accompanied the President in her brief visit to Borongan.

The President received a warm welcome from the local and barangay officials and residents led by Eastern Samar Governor Leotilde Marcelino, Rep. Marcelino "Nonoy" Libanan and Borongan Mayor Fidel Anacta.

GMA presides over groundbreaking rites for Sorsogon satellite city project

SORSOGON CITY—President Gloria Macapagal-Arroyo today presided over a groundbreaking ceremony for a P219-million New Sorsogon City Hall which will form part of a 21-hectare Satellite City in this capital of Sorsogon Province.

The ambitious project, to be funded by the Sorsogon City government, would establish a City within a City Complex that would include a modern City Hall, integrated transport terminal, public market, and an employees housing project.

President Macapagal-Arroyo who flew here from Catarman, Samar this afternoon, was joined by Sorsogon Governor Raul Lee, Sorsogon City Mayor Sally Lee and other provincial and city government officials at the proposed site of the new City Hall in Barangay Cabid-an, Sorsogon City.

"As landmark decision after a series of consultations, the integrated project will simultaneously construct a city hall, integrated transport terminal, public market and socialized housing project. All this shall be built in one lot area for acquisition by the city government. The site shall be dubbed the Satellite City," according to project plan distributed to media by the Office of the City Mayor.

Koalisyon ng Katapatan at Karanasan sa Kinabukasan (K-4) vice presidential bet Senator Noli de Castro would join President Arroyo in a Pulong Bayan at Sorsogon City Gymnasium, scheduled after the ground breaking rites.

The "Gloria – Kabayan" tandem is expected to tackle important issues affecting economic activities, peace and order and government services not only for Sorsogon but also for the whole of Bicolandia.

As early as 10:00 A.M. this morning, preparations had been in full blasts for the barnstorming of President Arroyo and Senator de Castro, in former Education Secretary Raul Roco’s regional turf.

GMA unveils plans to transform Samar into 'rice granary' of Region 8
CATARMAN, Northern Samar -- President Gloria Macapagal-Arroyo today unveiled a P2-billion Help Catubig Agricultural Advancement Program (HCAAP) that would make Samar the rice granary of Region 8 and help the country attain rice self-sufficiency.

During a press conference at the Farmers' Training Center of the University of Eastern Visayas here, the President said she appointed Presidential Assistant Emil Ong last March 8 to oversee the program.

"The development of the Catubig Valley as the bread basket of Northern Samar under the P2-billion HCAAP program has a big component that includes irrigation, port and road networks," the President said.

Ong said the four-year program, which started this month, was funded by P2.6 billion from the Japan Bank for International Cooperation (JBIC).

Ong said the Catubig River in the second district of Northern Samar is the longest in the province, while Catubig Valley is the biggest rice producer in Region 8.

At present, Ong said about 100 hectares out of the 6,000-hectare target area Catubig Valley have been irrigated.

Ong said the program includes the construction of 42 kilometers of farm-to-market roads in nearby barangays.

Other big projects for the province call for construction of bridges and road networks, including the Arteche-Lapinid road that would connect Northern and Eastern Samar, the President said.

The President also mentioned the development of a RORO (roll-on roll-off) ferry system in Allen town to speed up the transport of people, goods and services between Samar and Sorsogon and the establishment of power barges and use of steel instead of wooden posts to solve the power transmission problem in Samar island.

Coco oil is now RP's fastest growing export, says GMA
CATARMAN, Northern Samar -- President Gloria Macapagal-Arroyo said today that coconut oil has become the Philippines' fastest growing export largely due to government policies that have encouraged investors to put up oil mills in the country.

"Our fastest growing export now is coconut oil," the President told a press conference at the Farmers' Training Center of the University of Eastern Visayas here.

President Macapagal-Arroyo arrived by presidential helicopter at the Catarman Airport late this morning from Borongan, Eastern Samar. She was accompanied her vice presidential running mate Senator Noli de Castro, Press Secretary Milton Alingod, Presidential Campaign Manager Gabriel Claudio, Presidential Campaign Spokesman Michael Defensor, Presidential Assistant for Eastern Visayas Dick Domingo, and Eastern Samar Rep. Marcelino Libanan.

The President and her party were welcomed by more than 5,000 residents and local government officials led by Catarman City Mayor Francisco Rosales, 2nd District Rep. Romualdo Vicencio, Presidential Assistant Emil Ong and former Northern Samar Governor Madeleine Ong.

According to the President, policies initiated by her administration have resulted in greater demands for coconut and copra, particularly from companies manufacturing coco diesel, 2T oil, ethanol, coco coir, biodiesel, charcoal and fertilizer.

The President said that old funds from the coconut levy fund have also been utilized in the rehabilitation of oil mills and the construction of new ones in the country.

"The price of copra has increased ten-fold because of investors' confidence in putting up oil mills in the country," she said.

To date, the price of copra has been pegged at more than P20 per kilo compared with the measly P2.50 per kilo at the start of her administration, she said, adding that the local coconut industry and in particular the cocofarmers have been greatly benefited from it.

After the press conference, the President had lunch with the local government officials. She also inaugurated a new building of the Balwharte Co., operator of the roll-on roll-off ferry port in the nearby town of Allen.

The President left Allen at 2:45 P.M. on board the presidential helicopter for her other engagements in Sorsogon.

GMA says she will push Cha-Cha, other reforms

CEBU City—President Gloria Macapagal-Arroyo revealed here on Saturday that she intends to vigorously pursue her policy of reforms to stabilize the country’s political system and speed up the national economic recovery.

The President said among her priority reforms is Charter change to allow a shift of the Philippine’s style of governance from presidential to parliamentary or federal.

"It is important that we should have a federal form of government. That is why I advocate a fundamental change in our constitutional system," Mrs. Macapagal-Arroyo said in a one-on-one interview with Cebu-based journalist Bobit Avila at the Waterfront Hotel in Lahug, this city.

Speaking in a mix of impeccable Visayan dialect and English, the President said she would submit a bill to Congress calling for an amendment in the Constitution to pave the way for the change in the form of government. "It depends on Congress to decide on a Constitutional Convention or a Constitutional Assembly."

If given a fresh mandate in the May 10 elections, President Macapagal-Arroyo said would also institute structural reforms in the executive department to enhance its efficiency and effectiveness in delivering basis services to the people.

"It would be very nice if we could arrange the federated states in accordance with the (regional) language," the Chief Executive said. She also noted that the Philippines is currently the only Asian country maintaining a presidential form of government.

Mrs. Macapagal-Arroyo said the presidential form has failed to eliminate the "gridlock between the executive and the legislative department" resulting in unnecessarily long bureaucratic red tape.

"Under my new mandate, we will be able to build on what we have already started on fundamental changes," the President said, adding that such reforms included amendment to the Charter, as well as changes in the structure of the police and military services, the judiciary and in the electric power sector.

She cited as example of areas needing changes the centralization of the Department of Agriculture and the Department of Tourism in Metro Manila. "There is no agriculture in Metro Manila so I will tell the Secretary of Agriculture to hold office in Mindanao."

Mrs. Macapagal-Arroyo pointed out that the reforms she implemented during her three-year tenure enabled her to create 1.1 million jobs a year, compared to the 150,000 jobs generated annually by the failed Estrada administration.
