| President's radio message to the nation |
Magandang araw sa inyong lahat. Ang pagtaas kamakailan ng lahat ng presyo ng mga produktong petrolyo ay muli na namang nagpatunay kung paano magmalasakit ang marami sa ating mga kababayan para sa kapakanan ng iba. Upang maibsan ang epekto ng pagtaas ng presyo ng petrolyo dalawamput anim na gasolinahan sa Kalakhang Maynila ang nagsimula nang magbigay diskwento sa presyo ng krudo sa mga pampasaherong jeep at bus. Malaking katipiran ito kung tutuusin para sa ating mga pampasaherong sasakyan. Inatasan ko na rin ang DOTC, ang Department of Energy na pag-aralan mabuti kung gaano kalaki ang maaring ma-subsidize ng gobyerno sa presyo ng gasolina ng sa ganun ay hindi naman madamay sa pagtaas nito ang presyo ng krudo. Sa Lunes ay bibisitahin ko ang isa sa mga low-cost refilling stations na ito, hindi lamang para personal silang pasalamatan kundi para na rin tingnan kung ano pa ang magagawa ng pamahalaan upang lalo nilang mapagbuti ang kanilang serbisyo sa publiko. Sa Martes naman ay makikipagpulong ako sa mga alkalde ng Kalakhang Maynila upang alamin kung ano pa ang magagawa natin para maitaguyod ang ating transport concerns. Kabilang sa tatalakayin ang paglikha ng Center Regulatory Agency na mamamahala sa towing na masyadong kontroberyal at ang pagkaroon ng shared traffic ticketing system sa Metro Manila. Dahil sa mga kaganapang ito maari nang ipagpaliban muna ng mga transport companies ang kanilang planong pagtaas sa mga pamasahe. Malaki ang aking pasasalamat sa mga transport companies dahil hindi pa sila nagtataas ng pamamasahe mula ng akoy naupong Pangulo. Tungkol pa rin sa pagtaas ng presyo ng produktong petrolyo nangangamba ang ilan sa ating mga kababayan na ito ay magtutulak din pataas sa presyo ng mga pangunahing bilihin. Pero ayon sa pag-aaral minimal lamang ang maging epekto nito sa presyo ng ating pangunahing bilihin. Katunayan wala pang pahayag mula sa mga producers na sila ay magdadagdag ng presyo. Ang halaga ng bigas, asukal, sardinas at iba pang mga de lata, karne, prutas, mantika, patis, toyo at iba pa ay nananatiling matatag. Isang dahilan ito ay ang ating mataas na imbentaryo ng mga naturang produksyon. Meron lang ilang pagbabago paminsan-minsan sa presyo ng gulay at isda dahil sa pagbabago-bago ng panahon at ang iba naman ay seasonal. Regular din nating makikipag-ugnayan sa nga producers na hanggat maari ay pigilin nila ang pagtataas ng presyo at kung kinakailangan magtaas ay tiyakin lamang na ito ay makatuwiran. Meron tayong mga batas na nagpaparusa sa mga unscrupulous traders. Marami din tayong mga task forces mula sa DTI, DA, DENR at iba pang ahensya na nagmo-monitor ng mga presyo araw-araw. Kaya ang mga gusto magsamantala ay magdadalawang isip muna. Gusto ko rin ibalita sa inyo, sa AFP-PNP Command Conference na ginanap sa Camp Aguinaldo itong nakaraang Huwebes ay binigyan diin ko ang ilang prinsipyong gagabay sa aking pansamantalang pagkakaupo bilang kalihim ng DND. At ang pag-uukol ng tamang atensyon sa mga pangangailangan ng ating mga kawal na nasa labanan. Patuloy na magiging katuwang ng ating mga kapulisan ang sandatahang lakas lalo na sa pinaigting na kampanya laban sa terorismo at krimen. Palalakasin pa natin ang ating anti-drug campaign sa Kamaynilaan at mga probinsya lalong lalo na sa paghuli ng druglords at ang pag-imbestiga sa napabalitang paggamit ng mga bata sa pagdadala ng mga ilegal na droga. Patuloy nating hihilingin ang mga sibilyan na sumuporta sa ating anti-terrorism at anti-crime drives. Nagagalak akong ibalita sa inyo na kaugnay sa ating pinaigting na kampanya laban sa droga, sa loob ng nakaraang dalawang buwan kalahati ay nagawa nating drug free ang may limang daan barangay sa buong Pilipinas. Nahuli natin ang may 6,000 pushers at possessors at nabuwag natin ang 60 sa 175 na local drug syndicates at apat sa 13 transnational syndicates. Thats why I wish to commend the PNP, the AFP and the Philippine Drug Enforcement Agency. Ipinag-utos ko rin na imbestigahan mabuti kung ang mga nangyayaring krimen tulad ng carnapping and bank robbery ay may kaugnayan sa dstabilisasyon na ginagawa ng ilan sa ating mga kababayan na naliligaw ng landas. Mga gumagawa nito tinitiyak ko sa inyo na hindi kayo magtatagumpay dahil nasa panig ng katarungan ang ating Sandatahang Lakas, ang Kapulisan at ang mamamayan. | GMA says she won't allow any group to derail her vision of a strong Republic |
President Gloria Macapagal-Arroyo today said that for as long as the Filipino people are behind her, she will not allow any group to derail her vision of establishing a strong Republic. In her weekly radio address, the President also thanked the people for their continuing support and faith in her administration, adding that this continued support has inspired her to work harder despite the efforts of some desperate few to destabilize the government. The President said that the march for reform at the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), and in the other government agencies will be decisive and irreversible. "The entire chain of command is behind us and theres no turning back in the type of positive change in the military organization, in the civilian bureaucracy and the entire nation," the President said. The President said that during the joint AFP-PNP command conference that she presided at Camp Aguinaldo last Thursday, she impressed upon the military and police officers the principles that would guide her during her incumbency as concurrent defense secretary. "I see my dual role as a means of leading a quick consolidation process. By consolidation, I mean, the strengthening of the chain of command, the rationalization of resources and the sharpening of the will to fight," the President said. She said that she knows that she has the support of the soldiers and the civilian population in her efforts to reform the AFP and the PNP. "Kaya walang dahilan para tayo ay hindi magtagumpay (Thats why there is no reason why we should not succeed)," the President said. The President also said that the armed forces would work hand in hand with the police in intensifying the campaign against crime and terrorism. She said that the anti-drug campaign in Metro Manila and the provinces should be stepped-up, especially in apprehending big-time drug lords and those who use the youth as drug couriers. The President said she has also directed the Department of Transportation and Communication and the Department of Energy to study on how the government can subsidize the prices of gasoline so that this will not affect the prices of crude oil. According to the President, the government would also see to it that the prices of prime commodities would not be affected by the increase in the price of gasoline products. She said that on Monday, she will be visiting one of the 26 low-cost refilling stations in Metro Manila, which are selling crude oil with discounted prices. |
| GMA orders more intensified campaign against illegal drugs |
President Gloria Macapagal Arroyo today said the government will further intensify its campaign against illegal drugs as a special task force of the Philippine National Police (PNP) reported significant headway in its all-out drug war since June. In her weekly radio message, the President said the anti-drug campaign will be strengthened in an effort to completely eradicate the drug menace in the country. "Palalakasin pa natin ang ating anti-drug campaign sa kamaynilaan at mga probinsya lalong lalo na sa paghuli ng druglords at ang pag-imbestiga sa napabalitang paggamit ng mga bata sa pagdadala ng mga iligal na droga (We will intensify our anti-drug campaign in Metro Manila and the provinces especially in arresting drug lords and those using children as couriers," the President said. Nearly three months after the President ordered the Department of Interior and Local Government (DILG) and the PNP to launch an all-out war against illegal drugs last June 16, the anti-illegal drugs special operations task force (AIDSOT) reported that three leaders of international drug syndicates were arrested and at least four clandestine laboratories were discovered in Cavite and Metro Manila. The task force identified the suspected drug lords as Jackson Dy, Benito Sy and Zhang Shang Ming while the shabu (methampetamine hydrochloride) plants were found in Tanza, Silang and Carmona in Cavite and in Fairview Quezon City. Six warehouses and storage facilities for shabu finished products and chemicals used in the manufacture of illegal drugs were also discovered by the task force in Pasay City, Las Pinas City and Paranaque City. In its campaign against street pushers and drug users, the task force reported the arrest of 10,269 persons, way ahead of the 6,000 targeted for this month. According to the AIDSOT, there are 40,809 identified and newly identified drug personalities nationwide. Of the 10,269 arrested drug users and pushers, 5,290 were charged. At least 49 of the 60 local drug groups were also neutralized as of Aug. 31, 2003. For its barangay clearing operations, the AIDSOT said that as of Aug. 22, 2003, the task force was able to clear 1,083 drug-affected barangays nationwide. However, the number of barangays are expected to increase because of the support of concerned government agencies and the active participation of the community. |
| Royal Sultanate League airs continued support for GMA |
The leaders of the 16 Sultanate League of Lanao led by its chairman Sultan Topaan Disomimba today pledged to play an active role in support of the administration of President Gloria Macapagal-Arroyo amidst destabilization efforts by some desperate few. In a statement, the Sultanate League of Lanao appealed to the Filipino people "to be sober and united in our obsession to accelerate the development of our country through the sanctification of the majesty of the Constitution, and the veneration of love and compassion in every Filipino brother." Disomimba also called on all sectors to stop all partisan bickerings "because this will only result in further misery to the Filipino people." He said that the members of the Sultanate League have objectively evaluated the stand of the Macapagal-Arroyo administration on pressing political issues and came to the conclusion that the present administration is sincere and determined to save the nation from the havoc of destabilization. "We have come to a decision to help this government from destruction within the bounds of law albeit harsh it may be," the league said. He said that the country cannot afford the continued strife and spillage of innocent blood, adding that as Muslims, the death of a Filipino brother "is a painful tragedy as we advocate for peace and the utmost respect for human rights." Disomimba stressed that we have no other country except the Philippines and no other unifying law except the Constitution. Because of all these considerations, Disomimba said "we are ready to play our role and save the present government in the interest of this nation and in building a strong Republic." |
| PMA class '71 vows support for GMA |
Members of Class of 1971 of the Philippine Military Academy (PMA) pledged their unequivocal support for President Gloria Macapagal-Arroyo during a dinner she hosted in Malacaņang Friday night. It was a cordial gathering of 44 officers, led by Chief of Staff Gen. Narciso Abaya, who engaged the President in a discussion of police and military affairs. Presidential Spokesman Ignacio Bunye said the dinner was part of the job of the Commander in Chief to conduct regular dialogues with the different sectors of the military and the civilian population. "Ito ay bahagi ng efforts ng ating Pangulo na makipag-ugnay sa ibat-ibang sector ng military (This is part of her efforts to interact with the various sectors of the military)," Bunye said. Mrs. Arroyo welcomed the group at the state dining room and exchanged views with the officers who were accompanied by Ambassador Marciano Paynor, Jr. who acted as the unofficial protocol officer. Paynor, who is the consul-general to Los Angeles, is also a member of PMA Class of 1971 The President expressed her gratitude to the officers for their support to her administration and their help in pushing the various programs of the government. Among the topics the officers took up with the President were the reform programs being undertaken at the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP), such as housing and increase in the take-home pay of soldiers and policemen. Aside from Gen. Abaya and Ambassador Paynor, among those who attended the two-hour dinner were PMA Class 71 president Maj. Gen. Carlos Garcia, AFP comptroller; Deputy PNP Director General for Administration Edgardo Aglipay; Director Ricardo de Leon, head of the PNP Community Relations; Maj. Gen. | Turn-over of OV-10 aircraft, signing of MOU on RP-Thai development cooperation to highlight Thai PM's RP visit |
The official turnover of the first four of eight US-made OV-10 aircraft of the Royal Thai Air Force being donated to the Philippine Air Force will be one of the highlights of the two-day visit here of Prime Minister Thaksin Shinawatra of the Royal Kingdom of Thailand, which starts tomorrow, September 7. Another highlight of the Thai Prime Ministers visit will the signing of Memorandum of Understanding (MOU) on the strengthening of cooperation between Philippine and Thai companies through the RP-Thai Business Council and the Thai-Philippines Business Council. The Department of Foreign Affairs (DFA) said that upon Malacaņangs invitation, the Thai prime minister will meet with President Gloria Macapagal-Arroyo on his second day in the country as a manifestation of the Philippines strengthened relations with Thailand. The Prime Minister will also give a lecture on his economic and social policy, "Thaksinomics," the "One Tambon (Village)-One Product," and the campaign against drugs in Thailand. The RP-Thai Business Council and its counterpart in Bangkok, the Thai-Philippines Business Council, sponsored the lecture, which is scheduled on Monday at the Dusit Hotel Nikko in Makati City. The turnover ceremonies for the four OV-aircraft will take place at the Villamor Airbase in Pasay City before the departure of the Prime Minister. The DFA said that the delivery of the remaining four aircraft, along with a supply of aircraft spare parts will be made in 2004 |
| GMA inaugurates P950-M pharmaceutical facilities |
BINAN, Laguna -- President Gloria Macapagal-Arroyo today inaugurated the P950-milion modern pharmaceuticals and consumer products distribution center of Diethelm Philippines Inc. (DPI) here. DPI is a joint venture between United Laboratories Inc., the largest pharmaceutical company in Southeast Asia, and DKSH (Diethelm Keller Siber Hegner), a global marketing, services and distribution company based in Zurich, Switzerland. The President was welcomed by Joselito Campos, chairman of Unilab Philippines; Dr. Jeorge Wolle, global chief executive officer of DKSH; Guiod Oelkers, DKSH global head for health care; and Juergen Hirschberg, president of DPI. Also present were Health Secretary Manuel Dayrit, Laguna Governor Teresita Lazaro, Binan Mayor Hermis Perez, and 1st District Rep. Uliran Joaquin. After the inauguration ceremonies at 10:30 this morning in Barangay Mamplasan, the President toured the state-of-the-art facilities located in a seven-hectare site. Campos said DPI's efficient delivery system would redound to the benefit of consumers through more affordable quality products. He said the establishment of DPI "is a clear testament to the viability of doing business in the country by foreign investors," and to the government's "inestimable impact of the profound restructuring of the economy." Campos thanked the President for the encouragement and the investor-friendly policies of the government. "We are thankful for the clear direction and enlightenment provided by the government led by President Gloria Macapagal-Arroyo," Campos said. He said the distribution center is just a minor part of the Pharma Campus they are planning to inaugurate before the year ends that would also consist of a pharmaceutical production complex, several specialized plant facilities, and a research and technology center. He said the project has an estimated cost of between P4.2 billion to P5.5 billion. In gratitude to the encouragement and support given by the government, the United Laboratories, United Bayanihan Foundation, and DPI donated P5 million worth of anti-tuberculosis medicines that would be coursed through the National Tuberculosis Control Program of the Department of Health (DOH). The President later visited the Carmona Organic Demo Farm in Barangay Maduya in nearby Carmona town. She was welcomed by Carmona Mayor Roy Loyola, Agriculture Secretary Luis Lorenzo, and Marita Jimenez, Presidential Adviser on the Official Development Assistance Absorption. He was briefed by Mayor Loyola of the town's organic farming methods and trainings conducted in coordination with the Department of Agriculture (DA). |
| GMA thanks transport industry leaders for acts of selflessness |
President Gloria Macapagal-Arroyo today lauded the selflessness of some sectors, particularly those in the transport industry, for thinking of the welfare of our countrymen in the wake of the recent increase in the prices of gasoline products. "Malaki ang aking pasasalamat sa mga transport companies dahil hindi pa sila nagtataas ng pamasahe mula ng akoy naupong Pangulo (I would like to express my heartfelt thanks to the transport companies because they have not increased their fares since I assumed office)," the President said in her weekly radio address. The President also said that there are now 26 gasoline stations in Metro Manila that are offering discounted prices for diesel fuel for passenger jeepnies and buses. "Malaking katipiran ito kung tutuusin para sa ating pampasaherong sasakyan (If we come to think of it, this is a big saving for passenger vehicles)," the President said. The President also disclosed that on Monday she will be visiting one of these low-cost refilling stations not only to thank their proprietors but also to find out on how the government can further help them serve the public with their discounted rates. She said she has already directed the Department of Energy and the Department of Transportation and Communication to study on how much the government can subsidize the price of gasoline so that this will not result in too much increase in the price of crude oil, the fuel used by most passenger vehicles. The President also said that on Tuesday she will be meeting with the mayors of Metro Manila to discuss the problems aired by the transport groups, including the creation of a central regulatory agency that would handle the towing service, which has become very controversial, and the proposed shared traffic ticketing system in the metropolis. Because of the actions taken by the government, the President appealed anew to the transport companies to delay their plans to increase fares. |
