Re Impeachment Complaint This is a distraction from what we are supposed to be focused onjobs, security, law and order, and fighting poverty. We are taking this issue out of the radar screen of the Palace and totally leaving its course before the House of Representatives. It is absurd to think that such questions of legitimacy could still have a destabilizing effect on the administration. This is not what we are concerned about but rather, the unproductive diversion of public focus from the more vital issues that are important to the lives of our people. |

Re Wrap up of Korea-Japan Trip We must now learn to immerse ourselves in a regional and global consciousness. There are pressing items in the agenda for a stronger Asia and a better world. We need closer economic integration, regional self-reliance in political and economic security, a more determined and coordinated regional campaign to mop up pockets of terrorism and poverty, deeper cultural ties and shared values. Asian leaders and peoples are now becoming more keenly aware of these imperatives. It is this awareness that will propel the future of Asia in a world of borderless trade and dynamic migratory trendseven as we have to deal with the many transnational threats to our societies such as global warming, the spread of new diseases, and drugs and arms trafficking, which are global in scope and must be managed collectively. |
| GMA lauds Norway's interest to facilitate GRP-NDF peace talks |
President Gloria Macapagal-Arroyo today thanked the government of Norway for expressing its interest to serve as facilitator in the Philippine governments peace talks with the National Democratic Front. The President noted the significant role of Norway as a renowned global peacemaker, as she lauded Norways contribution in the peace process between Sri Lanka and the Tamil Tigers. "We look at (the peace process between Sri Lanka and Tamil Tigers) with envy," the President said during the courtesy call of Norwegian Ministry of Foreign Affairs State Secretary (Deputy Minister) Vidar Helgesen in Malacanang. She cited the need for the peace talks with the NDF "to really move forward" as there had been a lot of wasted time on "preliminary things." "We look forward to your active facilitation in the peace process," she added. Helgesen told the President: "We will do our best and see what can be done." He said Norway has been following the government-NDF peace talks and is willing to "step up" with its inputs, but noted the need of "general willingness" from the two concerned parties for peace to be achieved. "We need to work with both parties if this is to move forward. It will not be easy but we will work closely with the Filipino people," Helgesen said. The President explained that the government peace process aims to provide to the communist rebels greater political empowerment and livelihood assistance. She briefed the Norwegian foreign minister of the states land reform program that sought to reform at least 100,000 hectares of agricultural land a year for 10 years. "We pursue it not because of them (communist rebels) but because we believe in it," she said. She also discussed the governments total amnesty program for communist rebels and the socio-economic reintegration of the latter. The President assured Helgesen that the government is not instituting a full military solution against the communist insurgents, unlike what is being done against the terrorists Abu Sayyaf. She said the paradigm being implemented by the military is that while the left hand is enforcing the law, the right hand is striking the root of the problem, which is poverty and inequality. The Chief Executive noted that the Philippines has been comfortable with third-country facilitators to the peace process. She cited the significant contributions of Malaysia to the talks between the government and the Moro Islamic Liberation Front. Also present during the call were Presidential Management Staff Head Silvestre Afable Jr., Presidential Adviser on the Peace Process Eduardo Ermita and Presidential Adviser on Special Concerns Norberto Gonzales. |

Magandang umaga po sa lahat ng ating tagapakinig. Galing ako sa Timog Korea kahapon. Tulad ng aking pagdalaw sa Estados Unidos, sa aking paglalakbay ay muli akong nagsumikap para makamit ang katuparan ng mga kailangan at pangarap ng ating mga kababayang nagbigay rito ng pagkakataon upang maisulong natin ang hangarin nating kapayapaan at kapanatagan sa rehiyon. Sa ganoon ay makapaghanapbuhay ng mapayapa at maunlad ang mga Pilipino. Ang aking state visit sa Timog Korea ang unang opisyal na pagbisita sa gobyerno ni Pangulong Roh Moo-hyun. Sa aming pag-uusap, tinalakay namin ang kapakanan ng mga manggagawang Pilipinong naroon: ang kalakalan sa pagitan ng dalawang bansa; mga tulong na pangkabuhayan; tanggulan; at ang tensiyon sa Hilagang Korea. Sa mga bansang Asean, ang Pilipinas ang pinakamalapit sa Korea at anumang tensiyong magaganap doon dahil sa pag-iiringan Hilagang Korea sa armas nuclear ay maaaring maglagay ng panganib sa ating bansa. Kaya nagpahayag ako ng matinding pagkabahala sa magiging epekto sa Asya lalo na sa ating bansa kung magkakaroon ang Hilagang Korea ng armas nuclear. Nagkakaisa kami ng pangulo ng Timog Korea na ang isyung ito ay dapat lutasin sa mapayapang paraan. Ang Timog Korea ay tahanan ng higit 30,000 Pilipino, higit naman na marami ang mga Koreano na nandito sa ating bansa, 40,000. Sa ating mga kababayang naroon, umaabot sa 8,000 ay walang dokumento. Kaya sa aking pagharap sa Korean National Assembly, hiniling kong ipasa nila ang Work Permit Law na gagawing legal ang katayuan ng undocumented foreign workers sa kanilang bansa. Habang tinatalakay ito, binibigyan naman tayo ng gobyerno ng Korea ng palugit na amnestiya para sa illegal na manggagawa hanggang Agosto 30. Ang Pilipinas ay nagsimulang makipag-ugnayan sa Timog Korea noong 1945 ng magpadala tayo ng mga sundalo ng Philippine Expeditionary Forces to Korea upang ipagtanggol ang demokrasya at kalayaan sa Korea. Isandaang kawal Pilipino ang nasawi sa digmaan doon. Dinalaw ko ang monumentong ala-ala sa kanila. Ngayon naman, ang Timog Korea ang magbibigay ng tulong militar gamit sa himpapawid at karagatan para makatulong sa ating kampanya laban sa terorismo. Sa Timog Korea nanggagaling ang malaking puhunan, kalakal at tulong pangkaunlaran sa ating bansa. Noong isang taon lumaki ng halos 30 porsyento ang ating benta sa Korea at sa panahon ng aking pagdalaw sinikap pa natin na dagdagan ito. Hinimok ko ang malalaking samahan ng negosyo sa Timog Korea na magtayo sa Pilipinas ng pabrika pati na rin mga punong tanggapan pangrehiyon. Ang aking pagdalaw ay nagbunga ng limang daang milyong dolyar na halaga ng kasunduan, kasama rin nito ang isang daang libong dolyar na tulong pangkaunlaran para sa ating gobyerno mula sa gobyerno ng Korea, 10 milyong dolyar para sa Information Technology Training Center sa Luzon at Vocational Training Center sa Davao City, at 50 milyong dolyar na puhunan mula sa Daewoo para sa South Rail System patungong Muntinlupa. Ang pinakamalaking itatayong negosyo ay ang 100-megawatt power plant na itatayo ng Korea Electric Power Corporation (KEPCO) sa Antique na ang halaga ay 150 milyong dolyar. Malaking tulong ito para maibsan ang krisis sa enerhiya sa Kabisayaan bago matapos ang taong ito. Ang aking pagdalaw naman sa bansang Hapon ay nagbunga rin tulong pinansiyal para sa program ng ating gobyerno. Maala-ala pa ninyo na ang Hapon ang may pinakamalaking tulong na ibinibigay sa Pilipinas, gayundin, pinakamalaking puhunan ng dayuhan sa ating bansa sa nakaraang dalawang taon. Tuloy pa ring namumuhunan ang kanilang mga negosyante sa ating bansa. Kagaya ng Marubeni na kaka-inagura ko lamang ang kanilang San Roque Dam na halagang isang bilyong dolyar, kasunod naman ang Commuter Train sa Metro Manila. Ang gobyernong Hapon naman ay magkakaloob ng Automated Fingerprint Identification System na gagamitin sa ating pulis sa kampanya laban sa krimen at terorismo, gamit para sa Research Institute for Tropical Medicine para labanan ang SARS, proyekto para tulungan ang mga nagsilikas na pamilya sa Mindanao, at patuloy na suporta sa ating Human Resources Development sa larangan ng Information Technology. Tutulong din ang Hapon para magawa nating parang Stock Market ang ating koryente, pipila ang mga kumpanya ng koryente na pinakamurang supply mula sa mga power plant para maipasa ang bunga ng kompitensiya sa ating mga tahanan. Bunga rin ng ating paguusap kay Prime Minister Koizumi, magpapadala ang Hapon ng mga patrol boat para tumulong sa ating laban sa mga pirata; magpapadala rin sila ng technician para maayos ang klasipikasyon ng ating mga prutas sa Mindanao para pumasok sa Hapon. Doon din sa Hapon sa Nihon Keinzai Shimbun (Nikkei), ang pinakamalaking pahayagan ng Hapon para sa mga negosyante, tatlong lider ng ating rehiyon ang nagbigay ng pananaw tungkol sa kinabukasan ng Asya, si Prime Minister Mahathir ng Malaysia, Prime Minister Shinawatra ng Thailand, at inyong lingkod. Sinabi ko na nag-iba na ang mundo mula sa giyera sa Iraq, sumang-ayon naman ang nag-organisa ng kumperensiya sa aking sinabi na kailangan ng lakas ng maraming bansa upang maipanalo ang pandaigdigang kapayapaan. Pagkakataon na makausap ko si Prime Minister Mahathir tungkol sa MILF. Handa pa rin siyang tumulong para magkaroon tayo ng permanente at makatarungang kapayapaan sa Mindanao. Ang Thailand naman ay maghahatid ng apat na eroplano sa ating sandatahang panghimpapawid itong darating na Agosto at Setyembre. Naglakbay ako sa panahong ito na mabilis na pagbabago. Determinado ako na gamitin ang diplomasya para sa ikabubuti ng ating bansa at mga mamamayan, lalong lalo na ang mahihirap at kapos palad para magkaroon ng trabaho dahil iyan ang higit na pakinabang sa mga bunga ng pag-uugnay sa mga bansa sa buong mundo. | GMA honors Bagong Bayani awardees |
President Gloria Macapagal-Arroyo honored the Bagong Bayani (New Heroes) awardees for the year 2002 in a fitting ceremony in Malacaņang today, which is also Migrant Workers Day. The Bagong Bayani awardees are Rolando Almonte, Julieta Brookes, Renato Caseda, Cecilio dela Cruz Jr., Amelita Deslate, Thelma Dumale, Puralyn Fiel, Porfiria Gutierez, Eduardo Mangulabnan, Redencion Meribeles, Remedios Ondona, Dick Orense, Ransam Irote, Sofio Sanchez, and Cleofe Torrado and the Filipino crewmen of M/V Osprey and M/V Tampa. The Department of Labor and Employment (DOLE) said the 15 outstanding individual overseas Filipino workers (OFWs) and two group awardees were selected from over a hundred nominees from various countries where Filipinos have made a mark as world-class workers. Of the individual awardees, three are working in Hong Kong, four in the Kingdom of Saudi Arabia, two in Bahrain and one each in Kuwait, Qatar, United Arab Emirates, Taiwan, Saipan and Italy. The two group awardees consist of the 14 crew of M/V Tampa and the 18 crew of M/V Osprey, DOLE said. During the rites, Bagong Bayani Foundation Inc. president Capt. Gregorio Oca presented First Gentleman Atty. Jose Miguel Arroyo with a plaque of recognition for the latters involvement and support to uplift the welfare of OFWs. In her remarks, the President noted the tremendous contribution of OFWs to the countrys economy. She cited the OFWs remittances of about $6 billion annually which gave a big push to the first quarter figures for the gross domestic product, which grew by 4.5 percent, and the gross national product, which increased by 5.6 percent. "We are seeing the value of your contribution to the Philippine economy," she said. The President also reported the gains of her recent visit to South Korea, where she appealed to Korean officials to pass the work permit law that would favor many Filipino workers in that country. She said that in Japan, she discussed with Japan Prime Minister Junichiro Koizumi the much-awaited Economic Partnership Agreement between the two countries. The agreement would open up the doors for Filipino nursing aides and information technology workers in Japan. She added that she has created an office in DOLE, which is headed by Undersecretary Lucita Lazo, to work for the reintegration of OFWs into the country. "Salamat at pinupuhunan ninyo ang pinakamagandang taon ng inyong buhay para sa ating bansa (thank you for investing the prime of your life for the betterment of the country)," she said. The Bagong Bayani Awards is the highest form of recognition and honor an OFW can covet and receive. Held annually, it is given to outstanding Filipino workers, land-based or sea-based, who have distinguished themselves through their work, track record, and civic service, and made significant contribution to the well being of his/her countrymen. For an OFW to be adjudged Bagong Bayani, the main criterion is his or her outstanding contribution as a contract worker expressed in terms of accomplishment, feat, exploit, deed, or act of heroism which brought recognition and honor to the Philippines. Started in 1984, the Awards is a tribute to the significant efforts of OFWs in fostering goodwill among peoples of the world, in enhancing the image of the Filipino as a competent worker, and in contributing to the nation's foreign exchange earnings. The Bagong Bayani Foundation, Inc. (BBFI) -- a non-stock, non-profit organization established in 1989 to maximize private sector participation in the annual search -- administers the awards. The BBFI works closely with the Philippine Overseas Employment Administration in conducting the annual awards search and in giving OFWs the appropriate honor as heroes of the Republic. |
